Okay, I hit up the Search function both here and at Guildwiki but I can't seem to find out what type of monsters/chests drop these and where the best places are to farm some.
All hints/info appreciated

A guildy and I each got 1 doing runs outside of zos shivros channel during the weekend also. Neither were any good though
